SECURITY THREAT ASSESSMENT PROCEDURES

Prior to the issuance of a Nebraska Commercial Driver’s License with the hazardous materials endorsement, individuals will be required as per the U.S. PATRIOT ACT to have a Transportation Security Administration (TSA) security threat assessment completed.

The security threat assessment procedures require individuals to complete a hazardous materials application and be fingerprinted – a fee will be charged. This process will be handled by a TSA third party agent – NOT THE DMV.

The following procedures should be followed to have a security threat assessment completed:

Contact the TSA either by phone toll free at 1-877-429-7746 or at their website: www.hazprints.tsa.dhs.gov to complete the hazardous materials application. The hazardous materials application must be completed before going to a fingerprint collection location.

The toll free phone number and website will also provide information related to fingerprint collection locations, the fee involved and what forms of identification are required to be shown to the TSA third party agent. Individuals may be fingerprinted in another State as long as a TSA third party agent is collecting the fingerprints.

Several Nebraska County Sheriffs have also agreed to collect fingerprints for Nebraska residents only. Nebraska fingerprint collection locations can be found at the bottom of this informational update.

The DMV will be notified by TSA when a “Determination of No Security Threat” is received. Upon receipt of that notification, individuals will be sent a letter informing them of such by the DMV. Individuals may then proceed to any DMV exam office and after meeting all DMV requirements, a CDL with the hazardous materials endorsement will be issued. This CDL will be valid for five years from the date of the security threat assessment.

Please remember that all questions related specifically to the security threat assessment should be directed to the TSA toll free number or the TSA website.
