Motorcycle includes Scooters that meet the requirements below.

Motorcycle Requirements §60-124:

• Total wheel and tire diameter of 14 inches or more. §60-636

• Must have a permanent and regular seat attached. §60-6,307
• If carrying a passenger, must be equipped with proper seating and footrests for the passenger. §60-6,307
• Handle bars no more than 15 inches above the mounting point. §60-6,307
• All operators and passengers must wear helmets. §60-6,279

• Must be equipped with a brake adequate to control the movement of and to stop and to hold such motorcycle. §60-6,244
• Must be equipped with a horn in good working order capable of emitting sound audible under normal conditions from a distance not less than two hundred feet. §60-6,285
• Must be equipped with a muffler in good working order and in constant operation to prevent excessive or unusual noise or annoying smoke. §60-6,286
• Must be equipped with lighted front and rear lamps; the taillight must be red. §60-6,220
• Must have a rear license plate. §60-3,100

• Must have odometer unless exempt due to age (see Odometer Certification). §60-192
• Manufacturer's Statement of Origin(MSO)CANNOT indicate off-road use only. The manufacturer CANNOT have designed the vehicle as off-road, regardless of whether the off-road disclaimer appears on the vehicle's MSO. §60-339
• Must display both the Federal Motor Vehicle Safety Standards (DOT) and Environmental Protection Agency (EPA) Certification decals.

 

Custom Built Motor Cycle from Aftermarket Parts

A Custom Built Motorcycle from Aftermarket Parts is a motorcycle assembled by a person other than a generally recognized manufacturer of motorcycles by the use of after market major component parts from an authorized manufacturer and accompanied by manufacturer's statements of origin (MSO).

Once the motorcycle has been completely assembled a Vehicle Inspection and an Assigned ID Number is required prior to issuance of a title. The motorcycle and the required supporting documentation must be presented to the local County Sheriff for an inspection which includes an examination of the motorcycle, notation of the current odometer reading and a comparison of the VINs. To pass inspection, the VINs on the MSOs must be found on the motorcycle.

Provide ALL Supporting Documentation

• Frame MSO. This MSO shall not contain the Statement “For Display Only”
• Engine MSO
• Sheriff's Inspection Statement
• Sworn Affidavit attesting to the fact that the Assigned ID Number has been properly attached to the motorcycle. (The DMV provides this Affidavit to the applicant along with the Assigned ID Number plate.)

The fee for the Sheriff's Inspection is $10.00. The Sheriff's Inspection expires 90 days after the date of inspection.

An Assigned ID Number Application, along with a $20.00 fee, photocopies of all supporting documentation and the original of the Sheriff's Inspection must be submitted to the Driver and Vehicle Records Division of the Department of Motor Vehicles. Once the Assigned ID Number plate is manufactured it is mailed to the applicant. After the new Assigned ID Number has been properly affixed to the motorcycle, a title can be issued.   

To obtain a Certificate of Title for a Custom Built Motorcycle from Aftermarket Parts the supporting documentation must be surrendered to the County Treasurer along with an Application for Certificate of Title. The fee for issuance of a Certificate of Title is $10.00. Please contact your County Treasurer for information regarding acceptable methods of payment.

The title for a Custom Built Motorcycle from Aftermarket Parts will show “Homemade” as the make and the year will be the year the motorcycle was assembled.
